Don Shoecraft, $4,200/month PR consultant for the Sequoia Healthcare District monitors this forum and has posted on a topic related to the upcoming election, i.e.

Had the post been presented by Art Faro, who is seeking re-election to the Sequoia Healthcare District Board, it would have been proper. (Unless, of course, it had been prepared by Mr. Shoecraft, at taxpayers expense, for Mr. Faro to deliver.)
The District, by allowing Mr. Shoecraft to actively engage in campaign rhetoric on this forum, is in my opinion, engaging in electioneering. If true, this would a be felony misappropriation of public funds.
I have been concerned about the District's pre-election activites and have posted on that issue in related forums.
In particular, I have been concerned about the timing and content of PowerPoint presentations by CEO Lee Michelson with Don Shoecraft running the computer. When I requested electronic copies of that presentation, my request was denied based upon the contention that the presentation was the property of Mr. Shoecraft. See e-mail exchanges at: Web Link

Don, this is highly irregular. I suggest that Don Shoecraft's contract be terminated and presentations be suspended until
further action from the Board.
I welcome an independent analysis of the PR activities of Don Shoecraft under the direction of President Horsley. I expect that it would show more promotion of Don Horsley than an honest effort to comply with the Grand jury recommendation to inform the community. And, that accellerated pre-election PR activity is intended to influence the election.
