Posts on other topics in this forum have triggered in my mind an obvious instance of misappropriation of public funds.

Don Shoecraft, $4,200/month PR consultant for the Sequoia Healthcare District monitors this forum and has posted on a topic related to the upcoming election, i.e.
"Endorsement: Sequoia Healthcare District"

Had the post been presented by Art Faro, who is seeking re-election to the Sequoia Healthcare District Board, it would have been proper. (Unless, of course, it had been prepared by Mr. Shoecraft, at taxpayers expense, for Mr. Faro to deliver.)

The District, by allowing Mr. Shoecraft to actively engage in campaign rhetoric on this forum, is in my opinion, engaging in electioneering. If true, this would a be felony misappropriation of public funds.

I have been concerned about the District's pre-election activites and have posted on that issue in related forums.

In particular, I have been concerned about the timing and content of PowerPoint presentations by CEO Lee Michelson with Don Shoecraft running the computer. When I requested electronic copies of that presentation, my request was denied based upon the contention that the presentation was the property of Mr. Shoecraft. See e-mail exchanges at: Web Link

I welcome an independent analysis of the PR activities of Don Shoecraft under the direction of President Horsley. I expect that it would show more promotion of Don Horsley than an honest effort to comply with the Grand jury recommendation to inform the community. And, that accellerated pre-election PR activity is intended to influence the election.

Genuine Thanks Mr. Hickey for this and your several posts on the other thread, titled Endorsement: Sequoia Healthcare District and especially for the web links you provided there to the "District's" agendas and meeting minutes. At a glance it is clear that you have had great difficulty yourself, even as a board member in obtaining any of the districts financial information, evidenced by your repeated requests. I note from the April 4th and 7th minutes that ex Atherton Police Chief Glen Neilson and future Atherton City manager Nadine Levine were both hired by the district on Part Time and Short Term but extendable contacts with the "District" at last Aprils meeting. Nadine for the Safe Walks to the School Bus Program and something less concrete for Glen. I was shocked by travel and entertainment expense accounts provided to the employees and much less surprised to see "District" Records Destruction as item #1 on the agenda. Please continue to keep us informed of any documents that haven't yet been shredded. Atherton needs to heal itself from the micro management that come from the county via the Sequoia Healthcare District. While may have over time developed an unhealthy tolerance to your ministries, we now need to eliminate the "District" from our System. I am confident that you will agree.
Shoecraft needs to start looking for another job-even Horsely has seen the writing on the wall.
