Again has more to do with gentrification and housing prices. EPAPD can’t function without help from the outside. They have one detective.

The police have nothing to do with it. All they do is show up after the fact and take reports. As they said in Casablanca, "And round up the usual suspects." The simple fact is that there are fewer and fewer gang members every year because those families are priced out. Gentrification works.
