If the officer believes the driver was driving at an unsafe speed this was not a "traffic accident" but an irresponsible and illegal act by the driver. Why wouldn't the driver charged with reckless driving?

What I was told was that it was an older person who accidentally hit the wrong pedal---the accelerator rather than the brake. If the person is very elderly, that may be why they were not charged, as it was a true accident, rather than reckless driving. How fortunate that the person who was hit was not killed. I was told a broken leg.
