Scott wiener added a sunset clause to SB35 after failing multiple times to pass similar draconian bills seeking to strip control from local governments around development. The sunset clause was the only way to get SB35 approved because it is a bold-faced power grab from Mr. Wiener's goal of centralized government.

He now comes back with SB423 to remove the sunset clause and for good measure: "...several modifications to the legislation, including removing an existing exemption for coastal zones, wetlands and protected habitats."
