Running hard to stay in place is a registered user.
The solution to this, and every other large problem, is not by what we want, or by what is fair, but efficiency, cost and adaptability in the real world, i.e. the market.
If people can't afford to live here, then they should move where they can afford to live or where their families and communities will support them. If we are going to pay for something, it should be to support that move.
We have been bailing out the boat for way too long, rather than patching the hole in the side of it.
