California to end the COVID state of emergency

The state of emergency gave Gov. Gavin Newsom wide-ranging powers to issue mandates and enter into billions of dollars of emergency response contracts.

How can the governor possibly know that the emergency will be over in February next year if it not over now?

It is very obvious that there is no longer an emergency at all.
