What is the percentage of reported cases and hospitalizations for individuals who do not live or work in Santa Clara County? I seem to remember reading a 40% number? Why? Because Santa Clara County is a destination spot for excellent and top notch medical care for people around the country and around the world?

This is completely understandable!

Are the Santa Clara Residents being punished for this fact? Is this being considered in creating these masking rules? I am questioning the misuse of statistics, particularly by the "educated" and "decision-makers." Critical Thinking and Common Sense appear to be out of vogue.

Kindly enlighten me, if I'm wrong.
