Almanac Editor - Can you explain how this sentence got into the article?

“State Sen. Josh Becker, a Menlo Park resident with a proven record of winning in San Mateo County, is also viewed as a possible candidate for Speier's seat, according to Hill and other Democrats who spoke with this news organization.”

What is a “proven record of winning in San Mateo County”? How many elected public seats has Becker held? The article says he was elected in 2020.

I suppose it's a proven record of winning at least once. He will earn a giant NO from me thanks to his support of the ruinous SB9.
