Caltrain electrification delayed to 2024 due to COVID-19 pandemic, other complications

Caltrain's electrification of its rail system has been delayed until late 2024, in part because of supply chain disruptions caused by the COVID-19 pandemic.

What's this? Well over budget? Cost over-runs? Further delays in construction completion? I am stunned to hear this. Who would have expected this surprise?

And, we haven't yet heard about grade-separation costs ( without which electrification doesn't justify itself).
