Coordinated design and funding and implementation makes so much sense. My question is will cities like Atherton and Menlo Park just agree to the multi-city design? Or will the cities launch more lawsuits, like they have in the past?

Isn't this paraphrasing that cities that plan well and coordinate with neighbors are rewarded with grade separations and funding?
Those who don't bother to plan or bicker with neighbors are correspondingly punished by lack of money and status quo.
Seems like a fair process.
