Dogged by constant barking, Haven Avenue residents seek relief

The barking is constant, and has been since Jackie Comstock moved in to the Anton Menlo apartment complex on Haven Avenue in April 2017, she says.

This was a disappointing article to read that seems extremely biased and uninformed. It also seems that there are discrepancies in the information provided.

Summarize and explain the problem at hand before you dive into what each party is saying...
