Who removed the right turn lane at the start of Santa Cruz Ave?

Who is responsible for removing the right turn lane and creating traffic backups on Alameda de las Pulgas? Is this a MP decision? Does some other entity have responsibility for this road? I am just confused why having idling cars stuck at a light is better than allowing them to continue to travel onto Santa Cruz Ave.
