"Just getting to what you want at this point is helpful," said Schapelhouman. He warned that the board shouldn't let the grand jury report drive its conversation. "I wouldn't get too wrapped up around what they say," he said. Sounds like a formula for waiting another 10 years to develop a rational plan to guide an agency that spends $55 million a year. Kudos to Bernstein for acknowledging the need to develop a plan to lead the District into the modern era.
