Commercially cultivated marijuana gets green light on split vote

In a rare split decision, the Portola Valley Town Council on March 28 voted 3-2 to approve an ordinance, recommended by the Planning Commission, to govern personal and commercial cultivation of marijuana on residential properties in town.

What does this mean that in-home cultivation for personal use only? If I grew 4 plants in my kitchen for personal use only, is this allowed, and does the Town's decision affect this in any way? I would appreciate a response based on knowledge, not opinion of what it should be.

I knew there was a planter built into my stairwell countertop for a reason! Even have a skylight above it....

Invitation to CRIME... Pleasant Hill just had their first murder in four years due to marijuana being robbed from residence . There goes the neighborhood ...

Is Cannabis a native plant to Portola Valley? Why can we plant these but can't plant roses? So confused by the priorities of this town government. Such constant hypocrisy coming out of Town Center.
