The teen in question exhibits poor judgement and has access to a gun. So unless this was a fake plastic revolver, please locate said weapon, confiscate it, and revoke his right to purchase a gun in perpetuity.

Poor Judgement,

Not legally possible. If it were then the police should also start taking cars away from the many idiots that do stupid things while driving and prevent them from being able to get a car in the future. The question I have is whose gun is it? You can not legally purchase a hand gun until you are 21 so it either legally belongs to someone other than the kid or it is stolen. If the police can find it they can check and find out how the kid got a hold of it. If it was not secured properly then they may cite the owner. If it was stolen they can arrest him.
