Having knowledge of the inner workings of the San Mateo County Sheriff's Office and San Mateo County politics I have to get this off my chest.The SMCSO has continued to become more and more corrupt and nothing more than a "Good ol' boys" network. If you do not go with the Bolonos way, you will be taken out or banished to one of the less desirable positions or lower paying. I beg you if you know someone from the SMCSO ask them how they feel about the current administration and if they enjoy going to work. I can honestly say if they have been on the job for a couple of years and are honest, you will be told that the place is no fun to work at. The morale is in the dumps, the lowest level in the history of the SMCSO. Why are so many employees going to the retirement
board, SAMCERA, to crunch their retirement numbers and many of these people have less than 15 years on.The SMCSO is in a very sad state.The SMCSO finally has a brave and honest Challenger after 25 years. Please take a look at the Challenger,Mark Melville's website.Oh and Don Horsley was the deciding vote for Carlos Bolonos' appointment and then in turn Don Horsley's son was hired at the SMCSO. This is just the tip of the iceberg on the corruption. Thank you for reading.

Concerning the SMC Sheriff situation, I suggest reading the Almanac article (below) from July 2016, when Bolanos was appointed Sheriff in a VERY procedurally SHADY manner. (Dave Pine and Carole Groom both dissented, with Pine wanting a 30-day appointment and Groome wanting a proper election.)

It is unusual for our Congressional reps to weigh in on a county matter like this one, so the fact that Representatives Eshoo and Speier wrote this letter speaks to the SERIOUS concerns many have about the reputation of San Mateo County government.
The article includes the full text of a letter to the Board of Supervisors, in which Congresswomen Anna Eshoo and Jackie Speier---both of whom are former SMCounty Supervisors---urge the board to "advocate for a process that would open the door to potential candidates to compete with Mr. Bolanos."
The letter then states: "For a long period of time, there have been rumors that Sheriff Munks would retire early and pave the way for the Undersheriff to take this position," according to a copy of the letter provided to the Almanac. "Whether these rumors are true or not, this has been a perception. We believe that our mutual constituents support a decision making process that is absent a perception of a pre-ordained outcome."
On top of that, there is the fact than Mr. Bolanos---who says that eliminating human trafficking is a big priority for him---was BUSTED, with Sheriff Munks, in 2007, for "visiting" a human-traffic brothel in Nevada. Because that brothel (in a residential neighborhood) was a target of the FBI, the arrest of Bolanos and Munks ruined a 5-year-long FBI anti-sex-slavery operation.
There is a reason that San Mateo County has the reputation of "Most Corrupt County in California." This has been the case since 1856, when San Francisco County divided off the southern portion that became San Mateo County.

Supervisor Horsley led the non violent Coup after he refused to recuse himself per my request by e-mail dated July 5, 2016 and our personal conversation in the Chambers during a break before Agenda item 7 July 12,2016.
Also Don Horsley's son was already employed at SMCSO, so he just insured his Childs employment.
You will also see in the above article that I was the only person to make a Public Comment on this item. Had I known what the plan was you can bet my 2 minute comment would have been completely different.

I have lived in San Mateo County for 30 plus years, but just recently have began paying more attention to local politics. I am very confused and disheartened as to why the County of San Mateo and the Board of Supervisors have not allowed the residents of San Mateo County to make up their own minds on a Sheriff? How has there not been an election in 25 years? That just wreaks of corruption and total disregard for transparency. I am sickened that our old sheriff, Munks, and then under sheriff, Bolanos were allowed to skate on criminal charges. I know the "average Joe" wouldn't. Why is that? A crime is a crime especially when it involves under aged children.....CHILDREN.....and illegal drugs in this "legitimate business". This scares me to death because we all know that was just the time they got caught. How many other times have they been to a "legitimate business" and reaped the BENEFITS from the "Legitimate Business"? I am sure they were probably staying at a nice hotel, A "LEGITIMATE BUSINESS" (no brainer). For these two law enforcement veterans there is no way they could have thought that residence could have been a legitimate massage parlor. Don't forget, they could have stayed at their hotel and gotten a legitimate massage. I don't buy it. What I also don't buy is the fact that two of our board of supervisors voted against appointing Carlos Bolonos and now are endorsing him for the position. We know that both Greg Munks and Carlos Bolonos were at this illegal brothel, Munks admitted it and Munks also mentioned the fact that Carlos Bolonos was never inside of the human trafficking and illegal drug residence. In reading the above comments there are law enforcement documents to back up the fact that Carlos Bolonos was indeed inside of the residence. Why are the Board of Supervisors sitting on their hands on this? Is the issue of the FBI dragging their feet on releasing the report a real issue? These two "community leaders" committed a crime. We can hopefully all agree on that. But there were CHILDREN at this place. Please view the photos of this residence, they speak volumes. The address is 3474 Eldon Street, Las Vegas. On top of all this you have District Attorney, Steve Wagstaffe who practically condones this behavior involving sex trafficking by sending a consoling email to ex sheriff Munks. When is this "Good Old Boys" network in San Mateo County going to end? Sounds like we need some new blood.

San Mateo County Trades Council-- represents110 unions in San Mateo County--they were given theFBI information 5 weeks ago. --160,000 plus e-mails from SAN MATEO COUNTY TRADES COUNCIL are going to be sent out in support for Carlos G. Bolanos.
Inform everyone you know in San Mateo County about what you know and hopefully the ONES WHO MATTER will not win .

In this era of the #MeToo and #TimesUp movements, media needs to educate public about Bolanos and Munks' little trip to the house of underaged trafficked prostitutes in 2007. There also needs to be an investigation into allegations that were brought forth by a female deputy and turned over to a victim's advocate in 2010, about egregious misconduct by certain male deputies in the Sheriff's office.
San Mateo County is more like Alabama, circa 1956, when it comes to its law enforcement
