Metallic balloons could cause power outages on Valentine's Day

PG&E officials warn that unsecured metallic balloons can fly into power lines and cause dangerous outages, putting a damper on upcoming Valentine's Day celebrations.

If metallic balloons are such a problem, why do we allow them to be sold here? Not only do they cause problems with electric lines, but also they may be attractive to birds and other animals who could ingest them.
