Arthur Faro has worked hard for the Health Care District. Mr. Hickey while physically present at the board meetings contributes nothing, works only toward his agenda of dissolving the District and the programs benefiting our most vulnerable residents while consistently violating the Brown Act despite repeated warnings from our district counsel. The Board is unable to "appoint" a two year term member according to the Health and Safety Code which was reviewed with Mr. Hickey at our board meeting on February 7 by District Counsel (as well as special legal counsel hired for the purpose of redistricting); a fact he conveniently leaves out of his opinion. Exercising economy of the truth is another pattern of behavior with this board member. The District residents deserve better!

Any one who has been there for a decade or more should retire.

Directors Art Faro and Katie Kane, who share zone A, should have recused themselves from the vote. Art stands to benefit to the tune of $16,200/year in health insurance benefits from this fortuitous opportunity to run for re-election in Zone A. Katie, who won't be able to run for re-election in 2020, had a similar, but opposite interest in the outcome.

Readers may remember that it was the same district counsel who facilitated the self generated bonus of sitting directors Faro, Griffin and Kane in 2013 Web Link Counsel first opined that it was permissible for sitting directors to vote themselves increased benefits, reversing himself 6 months later after those directors had already pocketed $1,800 each.

On December 13, 2017, the Sequoia Healthcare District Board of Directors adopted the district map to be used for Zone elections in November 2018. Only one of the new Zones, minority Zone D, did not have a sitting Director. Zone A had 2 sitting Directors, Katie Kane who is on the Presidential election cycle with a term expiring in 2020, and Art Faro who is on the Gubernatorial cycle with a term expiring in 2018.

The question facing the district was to determine which election cycle would be most favorable to the minority in Zone D. It was determined that the Presidential election cycle produced a far greater turnout of minority voters. It would have been a no-brainer to put zone D on the Presidential election cycle, and hold an election in November 2018 to elect Zone D's first Director to serve until 2020. That would have created 3 Zones on the Presidential election cycle favoring minorities, and 2 Zones on the Gubernatorial election cycle. Zones C and E, both with sitting Directors on the Gubernatorial election cycle, would also have elections in November 2018. Kim Griffin in Zone B and Katie Kane in Zone A would be up for re-election in the November 2020 Presidential election.

That would have comported well with the California Voting Rights Act.

The district did put minority Zone D on the Presidential election cycle, but decided that they could not hold an election for that seat until 2020, when it would be for a 4 year seat. To fill the 5 member board, they decided to allow Art Faro to run for a 4 year seat in Zone A. This would then put Zone A, which already has a sitting Director with a term ending in 2020, on the Gubernatorial election cycle.

HON. ANNA G. FSHOO OF CALIFORNIA
IN THE HOUSE OF REPRESENTATIVES
Friday, September 27, 1996
Ms. ESHOO. Mr. Speaker, I rise today to
pay tribute to Arthur Jay Faro, an outstanding
health administrator and a respected citizen,
on the occasion of the celebration of his 32
years of dedicated service to the Sequoia
Hospital District and our community.
Mr. Faro, a graduate of the University of
Vermont and recipient of a Masters in Busi-
ness Administration from George Washington
University, began his career with Sequoia
Hospital in 1964 as Director of Personnel and
Services and became Chief Executive in 1989.
Since that time he has served with the diligence
and distinction that have marked all his
years at Sequoia. His unparalleled leadership
and consensus-building skills were critical to
seeing Sequoia Hospital and the Sequoia
Hospital District through its growth in size and
reputation, through some of its most difficult
decisions, including the most recent one to
save the hospital by affiliating with Catholic
Healthcare West.
Mr. Faro currently serves as a member of
the Sequoia Health Services Board of Directors.
He has served as a member and director
of many professional organizations, including
the Hospital Consortium of San Mateo County,
the American College of Health Care Executives
and the West Bay Hospital Conference.
He currently serves on the Board of the American
Heart Association (San Mateo Chapter)
and the Heart Association California Affiliate,
the Redwood City Chamber of Commerce, the
Sequoia Hospital Employees Credit Union and
the Advisory Board of Bay Area Bank. He has
served in the past as an advisor or director of
the Committee for Radiology Technologist
Education, the Sequoia Union High School
District, the Sequoia YMCA, and the Sequoia
Chapter of the American Red Cross. He also
served honorably in our Nation's Armed
Forces.
Art Faro is a licensed commercial pilot, a
certified scuba diver, and an ardent photographer,
jogger, bicyclist, backpacker and traveler.

Mr. Speaker, Art Faro has been an extraordinary
leader in San Mateo County and has
given important public service to his community
and the Sequoia Hospital District. I've
been privileged to work closely with him and
I'm proud to call him my friend. I ask my colleagues
to join me in saluting Art Faro as he
retires from Sequoia Hospital and wish him
well as he embarks on new chapters in life

The district has until July 4, 2018 to call an election to fill the 2 year "balance of an unexpired term" in Zone D. The district should also call for an election for 4 year terms in Zones C and E in 2018. In 2020, the district would then call for 4 year term elections in Zones B, D and A on the Presidential cycle.

an unexpired term.

(b) Whether the district or the candidate is to pay for the publication of a
