What’s wrong with the current library? Is this happening only because of the big donation?

pay it forward is a registered user.

If you want to add housing, Make a rule no occupants have cars on site at anytime. Walk, bike, take the train, bus, uber etc. Without car parking you could fit 50% more units,

I also suggest building some mini units, along w/ ibr, 2,br,and a few 3/br for families. The mini-units could be used for transition housing. Maybe 6 months to help people get a job, build up some money for a deposit for rent, and get a fresh start. Again you could add 50% more units.

The city could see this oppurtunity to set up a non-profit jobs, housing, transition program.

With a time limit many more people can use lower rent but with a deadline.
