Several questions on this funding:
1. Were these from the City's General Fund? Or were they raised explicitly for donations?
2. Could these funds have been used for the betterment of the infrastructure and service to citizens who funded it?
3. Why is the city taking it on itself to use City funds to fund charities? As individuals living in this beautiful city, we make donations of our own personal funds.

Christmas season and donations to groups in need are things that go hand in hand. Congrats to the city for helping out all those listed, many of them youth organizations. Always some who complain no matter what. Merry Christmas
