I apologize in advance for being so harsh.
Menlo Park city government (council and administration) loves development. Any/all development produces problems (such as traffic,utilities, etc.) for the city. But, it also means massive capital and ongoing operational expenditures in our area. All that is deemed good. More "vitality/vibrancy" as they like to say.
These development-generated problems require City expenditures (expanded budget) to solve them. Working on these problems thereby enhances the resumes of our administration and council members. Increases in budget and head-count are perceived as "accomplishments." That is, building budgets and head-counts is the opportunity to enhance resumes and careers, both political and administrative. The reality behind all the government rhetoric about benefits to Menlo Park is really blatant self-aggrandizing.
And destructive of the Menlo Park "quality of life."

Seriously!?!?!? This new building is not anywhere close to the MP border or roads that enter/exit MP. How can the City of MP try to delay this project? How far away does a new project need to be? Perhaps Mountain View should weigh-in on how this new building might affect traffic on El Camino, since ECR runs through Mountain View.

How ironic that the City of Menlo Park now complains about being left out of this process when the City of Menlo Park , when acting as the Lead Agency, routinely ignores the impact on other agencies of projects that it approves.

The site in question is located near the Stanford Barn and Nordstrom's, directly off the main artery of Sand Hill Road in Menlo Park.

The Facebook complex/M2 area is closer to East Palo Alto than is the proposed Stanford facility to Menlo Park and Menlo Park ignored the impact of its massive M2 rezoning on EPA.

Peter, it's awesome that you are advocating the Menlo Park has no place at the table for this development.
Remember that the next time you argue the opposite for the Fire District.

Mis- you missed my point.
Menlo Park excludes others from the table, including the Fire District, so why should Menlo Park expect Santa Clara County to act differently.

And even if Menlo Park were to suddenly end its reprehensible practice of the Lead Agency not inviting others to the table it would no longer make any difference as Menlo Park has already eaten all of the food on the development tables - Facebook, Green heart, Stanford etc. - so there is really nothing left to share.
