Why is permit parking needed on Marcussen? Will the problem now move to neighboring Pine and Noel? Than's what usually happens when permit parking is required on one street but not on the nearby streets. People who take Caltrain and don't want to pay the parking lot fee park on Noel, so maybe Noel is the next street to petition for permit parking.
