Barbara Wood, "The board appointee... will be able to run as an incumbent in the November 2018 election."

This statement to absolutely wrong, and would be a violation on the election code.

Dear "untrue" -
You're correct only if a black cat isn't a cat.
The person who fills this position will be able to run as an "appointed incumbent."
The election code, which you can read here: Web Link
says this is an acceptable ballot designation:
(4) The phrase “appointed incumbent” if the candidate holds an office other than a judicial office by virtue of appointment, and the candidate is a candidate for election to the same office, or, if the candidate is a candidate for election to the same office or to some other office, the word “appointed” and the title of the office. In either instance, the candidate may not use the unmodified word “incumbent” or any words designating the office unmodified by the word “appointed.”

Dear @Elections_code, this article was updates to fix the error identified by @untrue. The designation "appointed incumbent" is acceptable.
