Restore the rail bridge and allow ACE commuter trains from the San Joaquin valley to use it.
ACE already runs through Newark, so adding service from Newark, over the bridge and to Redwood City isn't that big a stretch.
In Redwood City, build a new shared station with Caltrain for easy transfers between the two. It may require a two-level station in Redwood City and for ACE to come in on a raised viaduct, but that's a small price to pay to east congestion.
ACE already stops in Livermore and Pleasanton, and passengers can transfer to Sacramento trains at ACE's Fremont stop.
Obviously, build a new station outside Facebook's HQ.

You and I have been paying for this since 2004, via Regional Measure 2.

You and I have been paying for this since 2004, via Regional Measure 2. Restoring Dumbarton Rail was listed as a priority project when RM2 was sold to the public in 2004. We just don't have it.

In 2008, MTC took the money designated for the Dumbarton project and gave it to the BART Warm Springs project. The reason this is resurrected is that Facebook is kicking in $. Nice to use "your tax dollars at work" comment, but give it some context.

Not exactly correct.
The MTC claimed the $91+ million from Dumbarton was a 'loan" to the Warm Springs project, which would be repaid. In 2014 they 'forgave' the loan, which was of questionable legality:

If Facebook is smart, if they do any funding towards dumbarton rail they'll protect their interests in legally binding contracts with penalties; the MTC is to NOT be trusted.
