I've noticed it too. But then again, I've noticed an overall bump in aggressive and reckless driving, whether it's on major highways or city streets. Don't know what going on, but it's unnerving.

ActuallY I have perceived that Santa Cruz traffic is going slower in the downtown area because the presence of people in the outdoor dining areas makes drivers more aware that they are in a populated area.
