Atherton offered $13.6 million for pollution, flood control

Atherton has been offered up to $13.6 million in funding to divert and treat storm water and runoff, removing pollutants and trash that would otherwise flow into the Bay, and help prevent flooding.

"A town report on the grant says three other jurisdictions have runoff that ends up in the area — Menlo Park, Woodside, and Stanford University — and they will be asked to share the ongoing costs."

How exactly does that runoff not also come from Portola Valley and the unincorporated areas of San Mateo County?
