Eric Reed failed to timely disclose his economic interests of between $10,001–$100,000 of AT&T stock on his 2014 Annual Statement of Economic Interest, in violation of Government Code Section 87203 (1 count). As a Belmont City Councilmember, Reed voted on AT&T’s appeal of a Planning Commission decision at the February 10, 2015 city council meeting, when he knew or should have known that he had a disqualifying interest by virtue of his ownership of AT&T stock, in violation of Government Code Section 87100 (1 count). Total Proposed Penalty: $4,500.

Staff: Commission Counsel Amanda Kelly and Staff Services Analyst Dominika Wojenska. Marina Fraser served on the Half Moon Bay City Council from 2011 through 2016. Committee to Elect Marina Fraser is her candidate-controlled committee. Jackie M. Buckley is the Committee’s treasurer. The Committee, Fraser, and Buckley failed to timely file eight semiannual campaign statements, in violation of Government Code Section 84200 (8 counts); and failed to pay the 2013, 2014, and 2016 $50 Annual Fees to the Secretary of State’s Office, in violation of Government Code Section 84101.5 (3 counts). Total Proposed Penalty: $41,000.

After watching the video of the meeting, I am convinced that the FPPC is a tool of incumbents used to discourage would be challengers. See:

YEP! In part because incumbents have access to elections attorneys who know the subtle nuances of the law and drive tanks through pin hole loopholes.
