What's the point of doing a general plan when it will be ignored by council? A big developer like Facebook will show up with a project that will totally exceed the limits in the plan and council will happily approve it if the developer throws a little bit of money to the city. This general plan exercise makes all the activists feel as if they've been heard, but it's entirely meaningless.
