Flood-control project in Baylands kicks off

Eighty years after the enactment of the federal Flood Control Act, a decades-in-the-making flood-protection effort on San Francisquito Creek is finally underway.

Flood control article.
As a drainage engineer for the past 65 years. The approach as presented seems inadequate.
What is the area to the west which drains into the bay for this stream bed?
How much water will flow in west of 101?
What is the elevation of the bottom of the culvert on 101? C
Can the culvert pass a flood flow from the west?
Can the stream bed allow that flow to reach the bay without flooding homes on either side

The design must have a bottom as low as possible to allow flood water from the west to reach the bay at sea level plus!

As I plan to be in Palo Alto in the later half of September, I'd like to see the site My address willbe c/o Mr Naphtali Knox 1025 Forest' Palo Alto/
