What is the purpose of the pop up parks again?

To date I've seen remnants of two broken (plastic) chairs strewn about, lots of garbage, one homeless person completely passed out (on the fake grass), and this morning a huge truck parked on the fake grass, 3 city workers relaxing in the chairs, and a forth walking around picking up the garbage.

So what is the purpose of the pop up park? Is it to take away more of the already depleted parking? Is it to block and re-route traffic? Is it to provide a more convenient place to dump garbage? Well Menlo Park, you have succeeded!

It has a really unique purpose!

It gives the "get off my lawn" types something new to holler about!

Isn't that thoughtful of the town! Seriously, I think it's a fun idea.
