If no candidate is the first choice of more than half of the voters, then all votes cast for the candidate with the lowest number of first choices are recounted and added to the totals of the remaining candidates based on who is ranked next on each ballot. The system avoids the "wasted vote syndrome". Someone who genuinely thinks that Libertarian candidates for President and Vice President, (former Governors Johnson and Weld) would be better choices than either Clinton or Trump, but are deathly afraid that Clinton or Trump might win if they don't vote for their major party candidate.
