When Valparaiso was last resurfaced, Atherton completely re-did the road bed on their side while Menlo Park merely fixed specific sections and the repaved. Once can truly see the difference this year, the Menlo Park side has lots of areas that need repair. Looking at it from a cost benefit analysis, did Menlo Park save money in the long run?
