Police cleared by San Mateo DA in shooting of mentally ill man face wrongful death suit in federal court

The attorney for the family of a mentally ill man who died after police shot him, filed suit in federal court a few months ago.
Russell A. Robinson represents Thomas Chang, Christine Goias and Matthew Chang, successors to Errol Chang who died Mar. 2014 after a confrontation with police in the Chang family home on Pedro Point.

San Mateo County District Attorney Steve Wagstaffe investigated and cleared the officers involved of wrongdoing. Nevertheless, Robinson maintains the police departments of Daly City and Pacifica are at fault. The Pacifica police department called in Daly City to assist with the call that ended up an hours long standoff with the SWAT team involved.

There is so much to learn from this case. Errol Chang should have never been charged with a felony for the cell phone incident at SF Airport. What was the hurry for law enforcement to finish this at the home that was surrounded.
Errol was going nowhere, he tried to surrender multiple times, they could have waited him out easily.

What was the final order and who gave it?
