the council obviously does not plan to do more than a cursory review of these important and controversial subjects. How could they do more than that in advance with their own busy schedules, families, and more than 350 pages to review on just those two agenda items? And how can they do justice to complex topics with such a full agenda? In the past, councils took more than one meeting on just one of those topics.
The residents of menlo park are even more disadvantaged because there was no notice that these both would be on the agenda (no longer does the city post a tentative agenda that helps residents plan ahead, something that stopped under this city manager).
