How should Menlo Park define 'public benefit'?

In the city's ongoing effort to wrangle the meaning of "public benefit" into measurable, comparable terms, the Menlo Park Planning Commission and the planning staff, as well as two developers with projects coming to the table, took a few hours on Monday, May 19, to consider what the right questions to ask would be.

A starting point to figure this out for the Alma project would be to look at the current sales tax the city is getting from the current uses. That's a minimum, as is retail at ground level. With all the office space and residences planned, more retail and personal services will be needed. The proposed project removes both!
It is not a benefit to our community to have more offices downtown, especially when they displace retail and personal services.
