What should Atherton do with millions in excess library funds?

Atherton property owners pay a library tax that generates about $1 million a year more than is needed to operate the Atherton Library. Should this money stay in Atherton or be shared with the county library system?

How about reducing the tax to the level that's needed?

Basic options - Reduce the fee; Buy more books that can be in the Peninsula system (helps other sites with less budget/capita); put into fund for future library upgrade or expansion.

The obvious option, reducing the tax burden on the tax payers who are overfunding the library, isn't even on the table by this council.
