Two arbitration processes for police misconduct cases

The two unions representing the city's police officers will have two different procedures for handling appeals of disciplinary decisions by binding arbitration, if the council approves a proposed contract with the Menlo Park Police Officers' Association.

Cops get to pre-select who decides right vs. wrong in misconduct cases? This is absurd. Citizens don't get to pre-select jury members. The Menlo Park council would be enacting a farce if they approved this contract. There shouldn't be arbitration in the first place. But arbitration with a pre-ordained person you know is on your side???
