Sequoia Healthcare District Seeks Transparency Certifications

At it's August meeting, the Sequoia Healthcare District took action to implement policy changes to meet ACHD and CSDF guidelines to obtain their organizations' Transparency Certifications.

Below is the result of that action as reported in the draft minutes contained in the recently released board packet for the Board's meeting next Wednesday, October 1, 2014:

5. e. Consider Adopting Restated Policies and Procedures
President Shefren asked if there was public comment on this item. There was none.

Motion: To adopt the restated policies and procedures. By: Director Faro
Seconded by: Director Kane

Mr. Hudak explained that several of the revisions to the policies are as a result of the Board's desire to meet ACHD and CSDF guidelines to obtain their organizations' Transparency Certifications.

Each Director addressed specific policy changes about which they had questions.
Director Hickey asked to make an amendment to Policy 6.1. The Director who seconded the motion declined.
Director Hickey asked to make an amendment to Policy 11.4. The Director who seconded the motion declined.
Director Hickey asked to make an amendment to Policy 15.2. The maker of the motion declined.
Roll Call Vote: 4-1-0 with Director Hickey opposed. Motion Passed

These minutes, approved by Board Secretary and Director Katie Kane, are transparently DISINGENUOUS.

My call for an amendment to policy asked for posting of the meeting audio within 10 working days following the meeting.

I also requested an amendment to add policy 14.2 to place a moratorium on district PR in the 60 days preceding an election. Motion declined.

My call for an amendment to policy 15.2 asked that Board compensation be changed to a meeting stipend instead of the $1,500 monthly health insurance premium reimbursement in the current policy. I pointed out that this is what Peninsula Healthcare District does. My motion was denied by Director Art Faro, maker of the original motion, who added "I don't care what Peninsula Healthcare District does."

During this discourse,(if you care to listen to the recording) you will hear District CEO Lee Michelson, reassuring the board(in response to my request for posting of the audio on the District website) that members of the public can come in to the district office the day after the meeting and listen to the audio recording. At yesterday's board meeting, I requested that the draft minutes of the August meeting be amended to report the actual amendments which I proposed to policy items being considered. Revisions to the policies were being considered as a result of the Board's desire to meet ACHD and CSDF guidelines to obtain their organizations' Transparency Certifications.

The board rejected my amendment to the minutes, suggesting that they complied with board policy.

Ironically, at this very meeting, the District was presented a Transparency Certification from ACHD director Tom Peterson. Having just heard the board's dismissal of my modest amendment to the minutes, I asked Mr.
Peterson if he didn't think the ACHD should include a criteria in their award process to ensure proper reporting of the minutes. He said he would bring the issue to the attention of his organization.
