The UK votes on military actions - where is the American Congress? Why hasn't Congress voted on going to war on a terror group, or voted to impeach Obama for his bold actions, his executive orders, etc..?

Thy have been off for 3 of the last 4 months.
They will not return to work for another 2 months, then claim they can't do anything because they are a lame duck, even though 90% will return in January.
