Measure M is a gamble - with very poor odds

The Specific Plan involved 6 years of community wide input and discussion.
Measure M was written by two people and unnamed lawyer with no public input.

The Specific Plan had both a Draft EIR and, after extensive public comments, a Final EIR.
Measure M has had no impact review, period, none.

The Specific Plan can be modified and fine tuned by the Planning Commission and the City Council in open session with full public input.
Measure M freezes its definitions and standards FOREVER - not for ten years, or twenty years, or even thirty years but forever unless there is a city wide vote on each and every proposed change.

The Specific Plan allows the Planning Commission and the Council to negotiate with both Stanford and Greenheart to produce better proposals with enhanced public benefits.
Measure M leaves the Planning Commission and the City Council without any bargaining tools and Stanford and Greenheart are instead encouraged to build multiple uncoordinated projects with no public benefits and multiple accesses to ECR.

The Specific Plan allows the Council to approve the replacement of the downtown fire station at its present location.
Measure M prohibits the replacement of the downtown fire station at its present location.

The downside risks of Measure M are huge and they cannot be mitigated. One flaw in a contract is sufficient justification to reject that contract; Measure M is filled with flaws and they cannot be changed.
