Uh, Elsie -- right in the article: "RethinkWaste — also known as the South Bayside Waste Management Authority — is holding a *free* 'fixit' clinic at its Shoreway Environmental Center..."
Never hurts to carefully read the article. Really, it doesn't.

I suspect the pedantic and unnecessarily rude comment by "UC Davis Grad" probably wouldn't have been posted if the writer hadn't had a pseudonym to hide behind.
Forgive me for dignifying a comment like this with a response; but as a UC Davis grad myself, I feel the need to stick up for my alma mater. I hope Almanac readers won't think this person is typical of the group.
