Good morning Steve,
Thank You for your response to my concerns about Kevin Raffaelli's "No Funds" statement to Whistleblower X of SamTran.
I would like to clarify what my concerns were in the first place and why I asked the Board of Supervisors to panel the Citizen Oversight Committee. I have been in communication with the two people who met with Kevin Raffaelli at your office. They both are willing to make the statement under oath that he said your office didn't have the funds for this type of expensive type of investigation. You have been quoted in the PADP as saying "That is made up." I never doubted that was a dishonest statement. In your e-mail to me you don't mention Kevin Raffaelli or his statement.
My concern is that you have a conflict of interest in investigating SamTrans with Mike Scanlon being the CEO. You both are members of Service League of San Mateo County. San Mateo County should refer this investigation to the State, I am also concerned of the time limits for charging these alleged crimes and if we the County are in anyway causing harm to the case by stalling.
I think the BOS should hear from Kevin Raffaelli why he made such a statement. After that decide if this is the type of employee that represents San Mateo County properly. There were 3 people at the interview, 2 of them say he said it, we have not heard from him.......That concerns me.
Thank You for taking the time to look into my concerns and respond to them San Mateo County has not done very well in the past with this type criminal complaint, Conflict of Interest even the slightest appearance should be avoided.
Sincerely,
Michael G. Stogner
