Homeless ordinance/law?

I read where Atherton City Council is considering and will likely make it illegal for people to sleep in their cars - it makes the residents feel afraid. Well, after all these fences, gates, locks, to find out they still don't have enough security that a homeless person threatens their serenity. How about Athertonians helping out those more unfortunate, and maybe kindness will be more important to everyone than eviction. Shame on those who don't speak up and help out by not allowing this to happen.
