Of course swammy, there is no money in catching criminals, but there is big bucks in catching highly dangerous Atherton drivers. 5oo$ for a red light ticket for making a right turn safely on a red. Outrageous.
If you were hurting for money like most govt agencies, wouldn't you go for the high price tickets with less risk of getting hurt? Makes sense.
