I offer one correction at the outset:
The report states that "SHD receives a significant amount of its operating funds from a portion of countywide property
taxes." That should have stated "SHD receives a significant amount of its operating funds from a portion of ad valorem property
taxes collected from_District_property owners."

The inclusion of LAFCo as a party to the report is significant, since LAFCo is the agency which can bring the subject of dissolution of the District to the voters.
The report suggests that LAFCo contract with a consultant knowledgeable about healthcare districts to help conduct the next SHD service review. They then make reference to Santa Clara County LAFCO Audit and Service Review of the El Camino Hospital District,

A visit to that link reveals some information relevant to the situation in the Sequoia Healthcare District. Here is an excerpt:
"Large Proportion of Services Provided to Person Residing Outside of the SOI"

The Civil Grand Jury explored this issue, highlighting the Nursing Program and the Ravenswood Clinic which is located outside the District in East Palo Alto. See Nursing Program topic at: Web Link and Web Link

Martha Poyatos, CEO of San Mateo County LAFCo, raised similar questions in LAFCo's Service Review of the Sequoia Healthcare District.

When I was interviewed by the Grand Jury committee responsible for this report, I was told that their focus was on how property taxes collected from residents of the District were returned to them in benefits.
I made them aware of the Ravenswood Clinic problem. Recommendation R4 addresses that issue.
I made them aware of the Nursing Program's failure to retain nurse employment in the District. Recommendation R4 addresses that issue.
I made them aware of the problem of tracking the benefits to District residents derived from the $1.35 million subsidy to the Children's Health Initiative. The Grand Jury gives lip service to the HeartSafe Program which I suggested properly belongs in San Mateo County's EMS Department. See: Web Link
