A two person subcommittee is not subject to the Brown Act - sadly.

But if Councilmembers Keith and Carlton decided they were going to make all the meetings public, they could right? There are so many residents interested in this issue. If they are really trying to solve problems on behalf of the residents shouldn't the residents be invited to participate?

Actually Peter, every elected official is subject to the Brown Act. Keith and Carlton are allowed to communicate with each other on this issues, but cannot communicate with any other councilmembers on this specific issue... under the Brown Act... because there are only five members on Menlo Park City Council.
Regardless of the subcommittee, members of the public can communicate their concerns on this or any issue, with any member of the city council... under the Brown Act.
