The decision was made so not really sure why you want to write such a biased article.
"A check with Castilleja school revealed that the school uses real grass on its playing fields, and artificial grass on a circle at the center of the campus. "The Circle is primarily used for social purposes by the students between classes, at lunch, and after school," said Dana Sundblad, the
assistant director of advancement. "It is also occasionally used by our fitness and wellness classes and our lacrosse team -- for practice only.""
Did you check with the other schools and their uses that were cited?? Come on, you should be embarrrassed.

- does Priory now get to send the bills for all the pesticides, fertilizes, herbicides and water directly to the Council?

Just make the field out of that rubberized track stuff and call it a playground. Or does the council also legislate the rules of the particular sports?
