LAFCo Commissioners and Staff

The Commission is made up of two members of the county Board of Supervisors (appointed by the County Board of Supervisors), two members of city councils of the cities in the county (appointed by the Council of Mayors), two board members of independent special districts in the county (appointed by the presiding officers of Independent Special Districts), a public member (appointed by the county, city and special district members), and four alternate members (county, city, special district and public). LAFCo's budget is funded by application fees and by the County, cities and independent special districts. The Commission contracts with the County of San Mateo for an Executive Officer, legal counsel and office space.

Finally, San Mateo County(SMC) LAFCo has contracted with the Harvey Rose Associates Web Link, the firm which prepared the MSR for El Camino Healthcare District cited by the 2012-2013 SMC Civil Grand Jury, Web Link
to prepare a Municipal Service Review.
EXCERPT from the Grand Jury report:
"Previously, SMC LAFCo staff conducted the 2007 service review of SHD and PHD. In contrast, an outside consultant conducted the 2012 Santa Clara County LAFCo Audit and Service Review of the El Camino Hospital District (ECHD). The consultant’s report was 94 pages long and was, by far, a more detailed analysis of the district’s operations. The report included an Executive Summary, an Introduction, a section on ECHD and its affiliates, a section on Hospital Districts in California, an audit of ECHD, a service review of ECHD, and a section on governance and organizational alternatives. In addition, the report addressed two key questions: 1) Is ECHD providing services outside of its boundaries. 2) Should ECHD continue to exist and/or continue to receive public funds or could another entity provide ECHD’s services more efficiently."

"I met with LAFCO consultants yesterday… they had some basic questions and plan to get back to me with more questions in the next week or two.. they have not decided yet if they are going to talk with other staff, Board members or any of our community partners. All to be determined. I found the meeting to be pretty much a waste of time, everything that they asked was covered in the extensive materials that they were provided.. it was like they never looked at the materials… as I learn more, I will keep you updated"

I responded with the following request:
'Lee, I would like an electronic copy(if available) of “the extensive materials that they were provided”. Or, I can come in to review the material.'

Lee responded: "Request that through the Board president"

I did that and President Art Faro responded:
"I asked Lee to email the material to you."

D-2. Customers Outside Boundaries: Do you serve customers outside of your boundaries? If so, please describe. Do you have interagency agreements to serve specific customers?
The answer is generally no, we do not serve residents outside our boundaries; however, there are children who attend schools who receive services. For example, if we fund a program at Woodside HS, it is probable that some of the students participating would come from outside our service area. We would not dismiss them from participating. We do go to great lengths to assure that District dollars are being used for residents.

That’s a lie! And the reference to Woodside H.S. is disingenuous.
The Sequoia Healthcare District provides “unrestricted” funding to many organizations with a substantial number of clients residing outside district boundaries. Ravenswood has 84% of it’s clients residing outside the district boundaries.
