$Half Million in Town Funds Spent on Library in the Park

Is it true that $480,000.00 plus of Library reserves were spent on the Library in Park studies before the voters voted it down? Will there be a story on this waste of funds, any details of line items, any changes in policy to prevent this from happening in the future?
